An article in Sovetskaia Belorussia, February 18, 1960, complained that of- ficials in charge of controlling the activities of churchmen, “have in some cases be- come virtually their assistants.” V. A. Kuroedov’(1906- ) was born’ in the Gorki region, graduated from the Gorki Teacher's College in 1980, and taught since 1927. He joined the party in 1936, held.leading party and government posts in the Gorki region, then became science editor of the national party newspaper, Sovetskaia Rossiia (biographical data given in Kuroedov, Church and Religion in the USSR [Moscow, 1979]); Luchterhandt, citing Kommunist Nr. 18, 1954, p. 53, identified him as party secretary in Sverdlovsk (p. 281). 30. Western scholars, often not aware of the secret legislation, accepted the Initsiationiki logic. Luchterhandt as legal specialist, on the other hand, came to the conclusion that the Orthodox Church statute was regarded by ‘state of- ficials as having the force of law—this is certainly what Karev also meant (p. 253). ‘85.
